In order to qualify for the DLA Mobility component, a person must satisfy both disability test and general conditions of entitlement.
It can be paid at two rates:
To qualify for the high rate you must satisfy one of the following:
You physical condition as a whole must be such that:
Either
- you are unable to walk OR
- you are virtually unable to walk OR
- the exertion required to walk would constitute a danger to your life or would be likely to lead to a serious deterioration in your health OR
- you have no legs or feet (from birth or through amputation) OR
- you are both deaf and blind OR
- are severely mentally impaired, display severe behavioural problems and are entitled to the higher rate care component.
You qualify for the low rate if, although you are physically capable of walking, you are:
- so severely disabled physically or mentally that you cannot walk out of doors without guidance or supervision from another person most of the time. The ability to walk along familiar routes is to be disregarded.
Under 16
The extra disability test for children only applies to the low rate. It must be shown that:
- they need substantially more guidance or supervision than children of their age who do not have the same disability OR
- that a child of the same age "in normal physical and mental health would not require such guidance or supervision."
General Conditions of entitlement
Qualifying periods of Residence
The conditions are identical to those for DLA Care component.
Age
A person must normally be aged under 65 when s/he first claims.
High Rate Mobility only can be paid from age 3 years.
Low Rate Mobility can be paid from 5 years.
