Car Parks and Bays
GENERAL SITUATION
Where parking spaces are provided in connection with the use of a building, the objective is to provide a suitable means of access for disabled people from the car park to the point of entrance to the building. In these and in all other circumstances. The prime consideration is that the parking arrangements will allow people with reduced mobility to get in and out of their vehicles with the minimum of difficulty, and be as close as possible to the main entrance door..
DESIGN CONSIDERATIONS
- Parking spaces should be provided for each employee who is a disabled motorist and a percentage (between 2 and 6% or more) for other users, depending on the function of the building.
- Such spaces should be clearly marked as being for disabled people, either by use of the standard symbol painted on the surface, or otherwise.
- The preferred width for a parking bay is 3,600 mm, but where there are adjacent bays, the width could be reduced to a minimum of 2,400 mm, provided there is a shared transfer space of 1,200 mm.
- Where possible, and in general, parking spaces should be on level ground, near to accessible entrances where relevant, well lit, and the car park surface should be even and stable.
- Location of accessible bays should be clearly signposted from the car park entrance, and, where appropriate (in Pay and Display Car Parks), there should be a prominent notice giving details of any charges for holders of Blue Badges.
- Kerbs along access routes should be dropped to give access to wheelchair users and these should be protected, where necessary, by the use of double yellow lines or white crosses.
- Any bollards should be at least 1,000 mm high and be painted in colours that can be clearly seen.
- The bays should be monitored and action taken to prevent use by non disabled users.
