In The Doncaster Metropolitan Borough the RADAR (toilet) Key Scheme was first launched in 1981 due to the fact that providers of accessible toilet facilities were having to lock facilities either totally or for many hours because of vandalism or to reduce running costs.
A RADAR Key can be issued automatically, free of charge, from the Local Authority (DMBC), if the client is in receipt of the higher rate of the mobility component of Disability Living Allowance, registered disabled or registered blind. For other requests clients are assessed on an individual basis based on their access needs to toilet facilities, e.g. someone who has a colostomy who requires space to change a bag, someone who needs a carer to assist with toileting due to a physical disability or someone who has other needs e.g. dementia. Further keys and replacements have to be paid for. Please note that this is not an exhaustive list as many larger stores, pubs and restaurants offer accessible toilet facilities too.
Service Providers that provide WC facilities to the general public have, under Part III of the Disability Discrimination Act (now incorporated within the Equality Act 2010), to take reasonable steps to remove, alter or find a means of avoiding the physical features of their premises that makes it impossible or unreasonably difficult for disabled people to gain access to the WC facilities.
